Senior General Managers

Senior General Manager, Corporate Services Division
Neil Miller has served the NHT since 1995 in various capacities including those of Manager, Planning and Research; Assistant General Manager, Corporate and Business Strategy and Acting Senior General Manager, Corporate Services.

In his now confirmed position as Senior General Manager, he coordinates the organization’s thrust towards improved housing access, financial performance, efficiency and performance management. Towards those objectives he has oversight of seven mission critical support departments, namely Corporate and Business Strategy, Information Systems, Human Resources Management, Corporate Communications, Project Management, Marketing & Sales and Customer Care.

Mr. Miller holds a Bachelor of Science Degree in Management Studies from the University of the West Indies and a Masters of Business Administration, Finance, from the University of Manchester, United Kingdom.

Senior General Manager, Construction and Development Division
Donald Moore serves as the Senior General Manager for Construction and Development and has direct oversight for the planning and implementation of the NHT’s construction and development portfolio.

With over 25 years of experience in civil engineering and project management, Mr Moore has amassed several accolades and has led several developments, of note is his planning and construction of Emancipation Park and the management of an international design competition for the Clarendon New Town Project. A graduate of UWI, St. Augustine, Mr. Moore holds a Masters Degree in Civil Engineering from Clemson University, South Carolina. He is a Project Management Professional (PMP) and has served on the Board of the Jamaica Doctor Bird Chapter of the Project Management Institute and on the Council of the Jamaica Institution of Engineers.

Mr. Moore has worked with both the NWC and UDC before joining the NHT in 1992.

Senior General Manager, Construction and Development Division

Brian Saunders serves as the Senior General Manager for Construction and Development Division and has direct oversight for the planning and implementation of the NHT’s construction and development portfolio. 

With over 20 years of experience in construction and project management, Mr Saunders has served the NHT since 2006, in several capacities including those of Senior Project Manager, Special Projects and Planning and as Assistant General Manager for Special Projects, Research & Development and Engineering and Construction Monitoring Departments. His dedication to the task has led to the efficient planning and implementation of a number of the NHT’s housing developments

Senior General Manager Customer Relations Management Division
Dr. Lanie-Marie Oakley-Williams is the Senior General Manager of the Customer Relations Management Division. She has been serving in this post since May 2010 after having joined the organization since 2004.

A specialist in Business Leadership and Management, Dr. Oakley-Williams holds a Doctorate in Business Administration, as well as a Masters in Business Administration (MBA) from the Nova Southeastern University. She holds a Bachelor’s degree from the University of the West Indies (UWI). Other certification includes a Two Year Banking Certificate from the University of Technology (UTECH), and a Post Graduate Diploma in Public Sector Senior Management from the Management Institute for National Development (MIND). In addition, she completed a Post Graduate Teacher’s Diploma from Shortwood Teachers’ College.

Dr. Oakley-Williams is an active member of several boards including the Jamaica Customer Service Association, the St Andrew High Past Students Association, Women’s Inc., as well as the Leo Oakley Foundation. She is the immediate past Chairman of the Jamaica Customer Service Association and also serves as a Justice of Peace for the parish of St. Andrew.

Senior General Manager, Finance

Mr. Ebanks serves as the Senior General Manager for the Finance Division where he has direct oversight of the full financial management of the NHT to include, Treasury Management, Procurement, Contribution Management and Financial Management. He has served the NHT since June 2007 in various capacities, including those of Assistant General Manager, Treasury Management Department, Manager, Investments and Senior Financial Analyst.

He currently Chairs the Finance and Investment Committee of the NHT’s Pension Fund, where he also serves as a Pension Trustee.

With more than 20 years of experience in the Finance Industry, Mr. Ebanks formerly worked as both a Trader and an Investment Manager in the Private Sector. A specialist in local and foreign financial markets, he holds a Masters Degree and a Bachelors Degree in Accounting and Management Studies.

A husband and father of three, Mr. Ebanks hails from the parish of St. Elizabeth and is a very proud alumni member and past student of the prestigious Munro College.
